The School of Foundation studies, an arm of the institution that would prepare the prospective students for various degrees would start in January, 2017. "The proposed School of Foundation Studies, in terms of standard will be the first of its kind in the Country. The partnership will assist the governor to achieve its lofty ambition. I have links with over 120 countries and this link will be developed to assist the State", Theodorou stated.

In his response, Dickson pledged his administration’s commitment to the agreement signed, adding that, his administration is poised to do everything within the ambit of the law, to reposition the education sector. He said, "Our aim of establishing the University of Africa is to make it one of the best in the World. We believe that we can deliver. We want Bayelsa to be centre of excellence. With the establishment of the School of Foundation, there is no need of sending our children to far way."

Dr Ghalib Fahad was educated at Brighton Polytechnic (now Brighton University) where he graduated with a Postgraduate Diploma in Management Studies (DMS) in 1978. In 1979, he went for further studies to Scotland and undertook a Master’s Degree (MSc) in Marketing at the then prestigious Department of Marketing headed by the world famous Professor Michael Baker. In 1980, Dr Fahad was invited personally by Prof Baker to register for the Degree of PhD in Marketing under his personal supervision at Strathclyde University (Glasgow).

In 1983 he was invited to become part of the faculty staff even before completing his Doctorate degree and, in 1985 after completing his PhD, he was given a full-time appointment in the same department. During his tenure there he became Deputy Director of the Master’s Degree in Marketing for Industrialising Countries. In 1987, Dr Fahad joined Middlesex University and was appointed the Director of the Full-time MBA programme in European Business. Then in 1991, he developed and headed another Masters (MAMM) programme in marketing for 3 years.

Dr Fahad’s academic career involved a diverse set of administrative and external roles including: Acting Head of Department; Link Director/Tutor to various International Institutions linked with Middlesex University including Valencia (Spain), Dubai, Cairo and latterly Budapest; External Examiner for Masters and Doctorate Degree Programmes in various UK universities. In addition, Dr Fahad undertook various consultancy and training roles for both private and public sector organisations during his 23- year tenure at Middlesex University.
